In India, it's against the law to drive without a valid driving licence, as per the Motor Vehicles Act of 1988. To get a valid licence, you need to follow a simple process. In order to apply for a learner's licence, you need to submit Form 2 at the Regional Transport Office (RTO).
Form 2 is divided into four parts. The first part consists of vehicle category and RTO authority details, the second part consists of candidate details, the third part is for minor applicants and the fourth part is for official use.
After completing the above-mentioned points, you need to sign the form along with the date.

Form 1A is a medical certificate and the applicants of or above 40 years of age have to compulsorily submit it to get a learner's licence.
