RTO Form 21

A car sale certificate or Form 21 can be used to demonstrate that the original owner of the car sold it to someone else for money. As a result, it serves the parties to the transaction as both an invoice and a receipt. The seller might use the bill of sale to prove that they sold the car without a warranty and that the buyer gave them the entire payment in the hope of getting full ownership of the vehicle.

The car's price and date are also noted on the bill of sale. Both purchasers and sellers can use it to track when the vehicle's liability has changed and for tax purposes. The seller can prove that they no longer own the car and is thus not responsible if it violates traffic laws or gets in an accident. The receipt of sale can be used to prove ownership if the buyer needs to insure the vehicle. 

How to Download the RTO Form 21

Given below are the steps to download the RTO Form 21:

  1. Visit the Parivahan website.
  2. On the menu tab, click on 'Informational Services'.
  3. In the drop-down menu, go to 'Downloadable Forms', and then click on 'All Forms'.
  4. From the list of forms available, click on Form 21.
  5. You can then download the form and take its printout and fill it with the necessary details and visit the nearest RTO and submit it along with other additional documents.

How to Fill in RTO Form 21

A certificate of car sale is a binding legal document. If you're the buyer, thoroughly read it and look for any inconsistencies between the terms of the sale and what you've agreed to with the seller. 

Pay great attention to the rules and legislation pertaining to payments, warranties, delivery, and exceptional situations. If the sale certificate explicitly states that the vehicle will be sold 'as-is,' signing the contract entails accepting a vehicle with either evident or undetectable defects. Additionally, it means allowing the vendor to decline to extend the warranty. 

Form 21 is divided into four parts. We will have a look at what each four parts are and what information you require to fill in: 

  1. In the first part you will need to mention the brand of the vehicle and the date on which it was delivered to the buyer. 
  2. In the second part you will have to again mention the brand of the vehicle and the date, and the city where it was delivered. 
  3. In the third part, if you have purchased a chassis temporarily, then mention the chassis number and the starting and ending dates during which, you will be in possession of the chassis. 
  4. In the fourth part, you will have to fill in the basic details. The details that you will be required to fill in are mentioned further below:
    1. Buyer’s name 
    2. Mobile number 
    3. Name of one of your parents, or spouse 
    4. Permanent or temporary address 
    5. Name of the person under whose name the vehicle is registered and intends to sell it to the buyer. 
    6. The details of the vehicle that you need to provide are given below:
      1. Class of the vehicle 
      2. Name of the maker 
      3. Chassis Number 
      4. In case of battery-operated vehicle, mention the motor number or engine number 
      5. Cubic capacity or Horsepower 
      6. Fuel used 
      7. Number of cylinders 
      8. Manufacturing month and year 
      9. Seating capacity of the vehicle including the driver’s 
      10. Unladen weight 
      11. Number and description of tyres and the maximum axle weight 
      12. Colour of the vehicle 
      13. Gross weight of the vehicle 
      14. Type of body of the vehicle 

For the fourth part, you can strike out any details which are not applicable. 

Documents Required

The documents you will need to submit along with your Form 21 are: 

  1. Copy of your PAN Card
  2. Proof of ID such as PAN Card, DL, etc.
  3. Loan application approved by the bank if applicable
  4. Self-attested copy of your address proof such as Aadhaar, utility bill, passport, etc.
  5. Two self-attested passport size pictures of the applicant.
