The 7th Pay Commission met with stakeholders to hear their demands which included, among other things, the common pay for entry-level employees, rationalisation of the present grade pay structure, and a transparent pay structure.
The stakeholders interacted with the 7th Pay Commission to place their demands which varied from common treatment of similar cadres, common pay for entry-level employees, enhancement in the frequency of the Modified Assured Career Progression, transparent pay structure and rationalisation of the current grade pay structure.
All of these features have been incorporated into the new pay matrix. The grade pay has been subsumed, the levels are now rationalised, employees can now check their pay level and determine their current status as well as their potential growth over the course of their career, and the whole world of pay levels has been presented in the rationalised matrix so that it can be easily understood through one simple chart.
Simplified procedures have also been recommended for the calculation of pension.
The 7th CPC Pay Matrix, unveiled in 2016, provides a structured representation that simplifies the understanding of the salary structure across various pay levels. The pay matrix table in the 7th Pay Commission is a number table with 760 cells which is a single fitment table applicable for over 30 lakh central government employees.
The table shows 19 columns and 40 rows. The horizontal range is assigned with numbers from 1 to 18 that corresponds to the functional role in the hierarchy’.
The vertical range indicates ‘pay progression’ within that level. Tehe vertical range also indicates annual financial progression of 3.00% within each level. As per the 15th ILC norms or the Aykroyd formula, the starting point of the table denotes the minimum pay.
The following are the benefits of the pay matrix table:
The Pay Matrix has been a simple and easily comprehensible table which is also predictable and transparent.

A government employee can find their pay level in the 7th CPC Pay Matrix table by following the steps mentioned below:
Horizontal Range: The appropriate 'Pay Band Level' must be determined first. This will help them identify the category that best fits their experience and job role.
Vertical Range: The ‘Grade Pay Level’ in the given vertical range must then be located.
Their assigned pay category (pay matrix level) is represented by the intersection of these two ranges.

This matrix streamlined the previously complex salary system, replacing various pay scales, pay bands, and grade pays with a straightforward matrix. The advantages of the 7th Pay Matrix were significant. It resulted in substantial salary hikes for government employees, leading to improved financial well-being.
Furthermore, the introduction of health insurance schemes extended access to healthcare facilities for employees and their families, alleviating financial burdens during medical emergencies. Additionally, the 7th Pay Matrix enhanced pension benefits, providing financial security for employees in their retirement years.
The 7th Pay Commission along with the stakeholders decide the pay structure of Central Government Employees.
To find your pay level in the Pay Matrix table, you should identify the appropriate 'horizontal range' corresponding to your Pay band level and then locate your Grade pay level within that range.
The term ‘level’ within the Pay Matrix table is the fundamental component that denotes an employee's role or categorization, playing a crucial role in defining their position and compensation within the pay structure. Furthermore, the ‘index’ in the Pay Matrix table indicates the stage within the pay hierarchy.
To calculate an employee's pay in the 7th Pay Scale, you need to determine their pay level within the 7th Pay Matrix. This is done by identifying the appropriate Pay Band Level and Grade Pay Level based on their job role and experience.
The 7th Pay Matrix table is a two-dimensional chart with 19 columns and 40 rows. The columns represent different pay levels, and the rows indicate various salary increments. To read it, you need to find your Pay Band Level and Grade Pay Level to determine your pay level within the matrix.
The basic Pay Scale refers to the foundational salary structure on which an employee's total compensation is built. In the context of the 7th Pay Matrix, it forms the core of the salary, and other allowances and benefits are added on top of it.
Level 1 in the Pay Scale corresponds to the lowest pay level within the 7th Pay Matrix. The salary for employees at Level 1 is determined based on their specific Pay Band Level and Grade Pay Level.
Level 18 in the Pay Matrix is typically associated with the highest-ranking officials in the central government, such as the Cabinet Secretary and Defence Chiefs.
Pay grade scale refers to the system of categorizing employees into different salary grades based on factors such as experience and job role. The 7th Pay Matrix provides such a scale for central government employees.
The common pay structure for entry-level employees, transparent pay structure, rationalisation of current grade pay structure and the enhancement in the frequency of the Modified Assured Career Progression are some of the factors incorporated in the new pay matrix.
The primary benefits of the new pay matrix are that the grade pay has been subsumed and the levels are rationalised. The employees of the Central Government can check the level of their pay and determine their current status along with determining their potential growth over the course of their career.
Find your pay level in the pay matrix table in the ‘horizontal range’ for a particular Pay band level and then locate your Grade pay level in the vertical range. The corresponding cell to the selected horizontal and vertical range is your pay matrix level.
Basic pay is the minimum amount to be paid to an entry-level government employee as per the 7th Pay Commission norms. The basic pay level has been increased from Rs.7000 to Rs.18,000 as per the latest update.
The 7th Pay Matrix Table was implemented on 1st January 2016 following the recommendations of the 7th Central Pay Commission, and it was approved by the Government of India in June 2016.
There are 19 different pay levels in the pay matrix table starting with Level 1 and ending with Level 18, including Level 13A.
Fixation of salary after promotion of the Central government employees will be done as per the prescribed method mentioned in the Revised Pay Rules 2016.
In the 7th Pay Matrix, ‘Level’ refers to a specific position or grade in the hierarchy of central government posts. Each level is associated with a pay band and salary range, which progresses as employees are promoted or gain experience.
The stage of the pay hierarchy is known as the index of the pay matrix table.
The government has now allowed Central government employees to use Humsafar, Vande Bharat, and Tejas trains under Leave Travel Concession scheme rules. The DoPT issued the order on 14 January 2025. The decision to include the three trains under the scheme comes after the Department of Personnel and Training (DoPT) received several requests.
In a significant development ahead of Budget 2025, Union Minister Ashwini Vaishnaw announced the Union Cabinet's approval of the 8th Pay Commission to revise the salaries of nearly 50 lakh Central government employees. This move is expected to bring salary hikes and adjustments to the Dearness Allowance (DA). Although specific details of the salary revisions remain under wraps, reports suggest the fitment factor—a key multiplier in salary and pension calculations—may increase from 2.57 to 2.86. If implemented, this could raise the minimum basic salary from Rs. 18,000 to Rs. 51,480.
Previous Pay Commissions have been instrumental in shaping salary structures for government employees. The 7th Pay Commission introduced a fitment factor of 2.57, significantly increasing basic pay. The 6th Pay Commission implemented a factor of 1.86, leading to proportional salary hikes, while the 5th Pay Commission enhanced emoluments by adding 40% of basic pay to the existing scale. Constituted approximately every decade, Pay Commissions assess factors such as inflation, economic conditions, and income disparities to ensure fair and competitive compensation.
In July 2024, the Dearness Allowance (DA) for central government employees was revised to 53% of the basic salary by the 7th Pay Commission. As per rules, when DA exceeds 50%, certain allowances are automatically adjusted to account for inflation and rising living costs. In January 2024, the DA hike by 4.00% for pensioners and employees and led to a hike to 50% of basic salary, thereby resulting in an increase of 25% in 13 key allowances.
Recently, the Ministry of Health and Family Welfare announced a 25% hike in dress and nursing allowances for eligible employees. Institutions such as central government hospitals, Union Territory hospitals, and centrally funded bodies, including AIIMS New Delhi and PGIMER Chandigarh, are instructed to implement these changes promptly.
Telangana government announced to release one or two pending dearness allowance (DA) installments to the state government employees and pensioners as Diwali gift. The outstanding DA amounts to 17%, Rs.250 crore per month is added to the financial obligation of the state with each 1.00% increase in DA.
The Assam Cabinet has approved a 3% increase in the dearness allowance for state government employees, raising the total DA to 53%. This change will be effective from July 2024, with arrears paid in four instalments from January to April next year. Employees will receive their revised salaries starting in December. Additionally, the cabinet removed the Rs.15,000 monthly earning cap from the Assam Tea Plantation Provident Fund scheme, ensuring that all tea garden workers can access PF benefits regardless of their wages.
The Union Cabinet has approved a 3% increase in Dearness Allowance (DA) for central government employees, raising the total to 53% of basic pay. Announced ahead of Diwali, this hike is aimed at providing financial relief in response to rising inflation.
Union Minister Ashwini Vaishnaw stated that the increase, along with Dearness Relief (DR) for pensioners, will inject an additional Rs. 9,448 crore annually into employees' pay. The revised DA will be included in October's salary, along with arrears for the past three months, benefiting both employees and pensioners.
Chhattisgarh Chief Minister Vishnu Deo Sai proclaimed a 4% rise in Dearness Allowance (DA) for all state government workers, therefore bringing it up to 50% of their basic pay. Approximately 3.9 lakh state employees would be benefitted by this decision, which will come into force from 1st October 2024, officials said.
Earlier this year in March, Chief Minister Sai had also announced a 4% D.A. increase for state employees, prior to the Lok Sabha elections conducted between April and June.
